NCCI (National Council on Compensation Insurance) determines the rates in each state based upon past claims history by class code by state. If claims increase overall for electricians in Arkansas, the rate for that class code might go up while another class with declining rates may go down. In addition, NCCI takes into account any reforms, court decisions, or other political factors that may effect claims and uses those to set rates also.
